Saving now, an income later.
Most Indians who work will never draw a government or company pension. Two schemes run by the pension regulator, the National Pension System and Atal Pension Yojana, are how a growing number of them now save for old age. This guide follows who has joined, how much money the schemes hold, and what people do when they take it out.
Saving for the years after work
A government clerk who joined service before 2004 retires on a pension the state pays for life. Her colleague who joined in 2010 does not: he has an NPS account, into which he and the government pay each month, and his income after 60 depends on what that account has grown to. A shopkeeper or a farm worker has neither, unless they choose to save.
The National Pension System began in 2004 for new central government employees. Most states followed, then employers in the private sector, and since 2009 anyone can open an account on their own.
Atal Pension Yojana, launched in 2015, is built for low earners outside formal jobs. A member pays a small fixed amount each month until 60 and is promised a fixed monthly pension after that, with the government making up any shortfall.
An account is a start, not a retirement income. Many accounts receive small or irregular payments, and the money a member ends up with depends on how long and how much they paid in.
How to read these figures
Accounts, not people. The figures count accounts at the end of each month or year. One person can hold more than one, for example an NPS account and an APY account, and an account counts whether or not money still goes into it.
Assets move with markets. Assets under management are the value of the money invested on the members' behalf. They rise with new contributions and with returns on shares and bonds, and fall when markets fall or money is withdrawn.
Each chart is one series as PFRDA publishes it. Monthly charts run to the latest month published; yearly charts follow the financial year, April to March. The categories overlap in places, so the series are not added together here.
Expected is not actual. The retirement chart shows PFRDA's estimate of how many subscribers will reach retirement age in coming years. It is drawn with a dashed line and hollow dots.
What the figures show
June 2026Atal Pension Yojana has grown into the largest scheme by far. Within the NPS, state government employees are the biggest group, at 77.1 lakh accounts, ahead of individuals who joined on their own (52.0 lakh), employees in company schemes (29.5 lakh) and central government staff (28.6 lakh). 17,502 employers offered the NPS by FY 2024-25.
NPS Lite, the older scheme for informal workers, peaked at 44.8 lakh accounts in March 2016 and has since fallen to 33.5 lakh.
The money is concentrated where the salaries are. State government employees' accounts hold ₹8.81 lakh crore and central government accounts ₹4.61 lakh crore. APY, with many times their members, holds ₹55,773 crore, because its members pay in small amounts.
In FY 2024-25, PFRDA processed 2.4 lakh requests to withdraw part of the savings early, 1.6 lakh of them to buy or build a house. 40,498 people bought an annuity at retirement or exit that year.
Who is saving
Atal Pension Yojana has far more members than any other scheme
Subscribers at the end of each month. APY is open to people aged 18 to 40 who are not income-tax payers and promises a fixed monthly pension of ₹1,000 to ₹5,000 from age 60, depending on what they pay in.
State government employees are the largest group within the NPS
NPS subscribers employed by state governments, at the end of each month. Most state employees who joined after their state moved to the NPS are enrolled automatically.
Central government membership has grown more slowly than the states’
NPS subscribers employed by the central government. Central employees who joined from 2004 onwards are covered by the NPS rather than the old pension.
More private-sector employees save through their employer
Employees enrolled through their employer’s corporate NPS, at the end of each month.
More employers now offer the NPS
Companies and other employers registered to offer the NPS to their staff, at the end of each financial year.
Individuals now join the NPS on their own in large numbers
Subscribers who opened an NPS account themselves, outside an employer scheme, at the end of each month.
Opening an account online has become common
Subscribers who opened their main (Tier I) account online through eNPS, at the end of each financial year.
NPS Lite, the older scheme for informal workers, has shrunk
NPS Lite subscribers at the end of each month. The scheme was wound down after APY began in 2015, so its numbers fall as members leave or move across.
NPS Vatsalya lets parents save for their children
Accounts opened for children under NPS Vatsalya, which began in September 2024. The account becomes an ordinary NPS account at 18.
How much money is in the schemes
State government employees hold the largest pool of pension money
Assets under management at the end of each month, in ₹ crore. The value moves with contributions and with the markets the money is invested in.
Central government accounts hold the second-largest pool
Assets under management for central government subscribers, in ₹ crore.
Money in employer schemes has grown fast
Assets under management for corporate NPS subscribers, in ₹ crore.
APY money is small for the number of people in it
Assets under management for Atal Pension Yojana, in ₹ crore. Members are low earners and pay in small monthly amounts, so the money builds slowly.
Withdrawing and retiring
Buying or building a house is the main reason to withdraw early
Partial withdrawals processed for buying or building a house, each financial year. Subscribers may withdraw part of their own contributions early for a few reasons the rules allow.
More people are buying an annuity when they leave
Annuity plans bought at retirement or exit, each financial year. At exit, NPS rules require most subscribers to use part of their savings to buy an annuity, a pension paid by an insurer.
State government retirements under the NPS are set to rise
An expected schedule, not a count of exits: PFRDA’s estimate of state government subscribers who will reach retirement age in each coming year. The dashed line and hollow dots mark expected values.
Common misreadings
"Crores of Indians now have a pension." They have an account. Whether it pays a living income at 60 depends on years of regular contributions, and many accounts get little.
"The fund with the most money performs best." A fund manager's assets reflect which schemes and members it was given, not its returns.
"These are all of India's pensions." Provident funds, the old government pension, and private savings and insurance sit outside these figures.
"Expected retirements are people who have retired." The retirement chart is PFRDA's estimate of who reaches retirement age, not exits that have happened or pensions paid.
