Work: ILOSTAT, the ILO's labour statistics
How India works, by the world's yardstick.
The International Labour Organization counts work in every country on the same definitions, so India can be read beside China or Bangladesh, and back to 1990. Its numbers are clean and long. Many of them are also a model's estimates, not a survey's measurements, and this guide keeps the two apart.

What the estimates say
In 2024 the ILO's model puts India's labour force participation rate at 55.6% for everyone aged 15 and over, up 0.9 points on 2023 and a fourth straight annual rise since 2020. Women's rate is 32.4%, up 1.4 points; men's is 77.6%, up 0.5 points. The largest change in the set is among women aged 25 to 54, at 42.8%, up 1.7 points; the smallest is among men aged 25 and over, at 87.8%, up 0.2 points. Young people aged 15 to 24 sit at 31.2%, up 0.8 points, against 70.8% for those aged 25 to 54. The rise is real, and it starts from a low base: 51.5% in 2020, still short of the 60.1% of 2000. These are the ILO's modelled estimates, drawn from India's surveys where they exist and filled in by the model where they do not, not a count from any survey. Also in 2024, the model puts employment at 36.5% for women aged 25 and over, unemployment at 17.1% for women aged 15 to 24 against 2.4% for those 25 and over, 10.4% of young men outside employment, education and training, the labour income share at 61.9% of GDP, and average weekly hours at 49.7 for employed men against 35.6 for women.
What they do not say
The ILO's line for 2024 puts India's labour force participation rate for women aged 15 and over at 32.4%, up 1.4 points from 31.0% in 2023. For most years that figure is the model's estimate, not a survey's count. India did run surveys across much of the span, the NSS rounds and then the PLFS, but the ILO marks only a few years as taken straight from one and fills the rest with its model. Each annual edition redraws the whole history, and the ILO counts over a calendar year while MoSPI counts from July to June, so the two never agree and are never joined. The widest move in the model for 2024 is women aged 25 to 54, at 42.8%, up 1.7 points; the narrowest is men aged 25 and over, at 87.8%, up 0.2 points. How much of women's work is counted depends on what the survey calls work, and we do not know how much of the climb since 2020 is paid work and how much is unpaid help on a family farm.

How to read the ILO's numbers
ILOSTAT holds two kinds of figure for India, and they answer different questions. The first is the ILO's modelled estimates. Every November the ILO runs a statistical model over every country's surveys, fills the years no survey covered, and projects a few years ahead. The result is a smooth annual line from 1990, on one definition, for every country. It is how the ILO can say anything about the world as a whole. But for most years the line is not a measurement of India. The ILO marks each figure: a handful are "real values" taken from Indian surveys; the rest are imputed, and the ILO itself says imputed figures carry high uncertainty and should not be used to rank countries.
The second kind is the ILO's own processing of Indian survey data. The ILO takes the unit-level files of the Periodic Labour Force Survey (PLFS), the older National Sample Survey (NSS) rounds and the Census, and recomputes the standard indicators on its own definitions. These are measurements, but not MoSPI's: the ILO uses calendar years and the current weekly status, where MoSPI's headline uses July to June years and the usual status. The numbers differ, and both are right about what they measure.
This guide draws the two kinds apart, in different marks, and never joins them. A modelled year the ILO flags as real is a solid dot on the line; a projection is dashed. Every survey series carries the ILO's own flag where it calls a figure unreliable.

How to read this
Participation counts everyone who has work or wants it, out of everyone of working age. A woman who spends her days on her family's fields counts if the work is for the market or for the family's own farm produce; a woman who cooks, cleans and looks after children at home does not, however long her day.
The smoothness is the model's. Between surveys the ILO draws the line itself, so a gentle slope across several years says less than it seems to.

How to read this
MoSPI's headline asks what a person did for most of the past year, and counts a second, smaller activity too. That catches the woman who works the harvest for three months and the man between jobs for a few weeks. The weekly question asks only about the past seven days, so it counts fewer. The ILO recomputes the weekly measure from the same survey files, on calendar years.
The NSS rounds and the Census used different questions and samples again. The 1971 Census asked about work in a way that left most women out, which is why its point sits so low.

For 2023-24, MoSPI's usual-status participation is 60.1% and its weekly-status figure 56.4%. For calendar 2024 the ILO's processing of the same survey gives 55.8% and its model 55.6%. None of these is wrong; each answers a different question.

How to read this
The flat stretch is not a stable job market. India did run surveys in those years, the NSS rounds drawn as hollow dots, but the ILO's model did not take them as its unemployment figure. It imputed one, and its own band around those years runs from a few per cent to the mid-teens, so any value inside it is as defensible as the line. From 2018 the band closes because the model takes the PLFS figure directly.
Unemployment in India is a narrow measure. Most people who need work cannot afford to be without it for long, so they take whatever there is. A low rate says little about how good the work is.

The model holds unemployment at about 7.6% through the 2000s, with a band of 1.9% to 13.3% in 2000. The NSS rounds of those years, as the ILO itself processed them, measured between 2.1% and 3.8%. From 2018 it follows the survey: 4.2% for everyone 15+ and 15.7% for those aged 15 to 24 in 2024.

How to read this
Participation climbs through a woman's twenties and peaks in her forties, after marriage and young children. Young women aged 20 to 24 are often in college or newly married, which keeps their figure low.

How to read this
The shape is a U. Women with little schooling work because their families need the income, mostly on farms. Women with some secondary schooling often leave farm work but find few jobs they or their families consider suitable nearby. Graduates find office, teaching and health jobs, and come back.

How to read this
Much of the rise is women on family farms and in small household enterprises, counted as unpaid helpers or working on their own account. Whether it reflects new opportunity or families needing more hands after hard years, the survey cannot say.

How to read this
NEET is wider than unemployment. It counts the young man looking for work, and also the young woman at home who is not looking at all. In India most young people counted as NEET are women whose days go to housework, care or waiting to marry.

The model puts young women's NEET rate at 39.4%, down from 51.7%; young men's at 10.4%. In all, 62.3 million young Indians were neither working nor studying. The ILO's processing of PLFS puts young women at 39.7% in 2025.

How to read this
An own-account worker runs a one-person business: a farmer on her own plot, an autorickshaw driver, a tailor. A contributing family worker helps in a family business without a wage of their own. An employee works for someone else, for a wage or salary, though most Indian employees still have no written contract.

How to read this
As economies grow, work usually moves off the farm into factories and offices. India's move was slow and went mostly into construction and small services. The pandemic sent many back to the village, and the farm's share rose.

How to read this
Informal work is work without the protections a formal job carries: no provident fund, no paid leave, no written contract, or a business that is not registered. A salaried driver paid in cash with no provident fund is informal, even though he has a wage.

How to read this
A worker is "working poor" when the household they live in falls below a poverty line, however hard they work. Three dollars a day at purchasing power parity is the money that buys in India what three dollars buys in the United States: a very low bar. The ILO models these numbers from household surveys of spending, and India ran none between 2011-12 and 2022-23, so the years between rest on the model.

In 1991, 136 million workers, 46.7% of all, lived in households under $3 a day. In 2024 the ILO estimates 26 million, 4.4%, with another 79 million between $3 and $4.20.

How to read this
Every rupee of national income goes either to work or to capital: wages and the earnings of the self-employed on one side, profits, rent and interest on the other. In India most workers are self-employed, so the ILO has to split a farmer's or shopkeeper's income into a "wage" for her work and a return on her land or shop. That split is an estimate.

Line every worker up from the lowest-paid to the highest-paid and cut the line into ten equal groups. If pay were equal, each group would earn a tenth of the total. The bars show how far India is from that.

How to read this
These are hours of work for pay or profit, not housework or care. Women's lower average partly reflects the many women newly counted in part-time farm and family work, and leaves out the unpaid hours they put in at home.

How to read this
Only employees report earnings in the survey; the farmer and the shopkeeper do not, and they are most of India's workers. The figures are in rupees of each year, so part of the rise is prices, not pay.

How to read this
The four peers are a fixed list: China, the neighbour every comparison starts with; Bangladesh, the neighbour where women went into garment factories; Indonesia, a large, mostly rural Asian economy; and Vietnam, which moved workers off farms fastest. Each line is the ILO's model on the same definitions, which is the point of comparing them, and also the limit.

How to read this
Output per worker is the whole economy's production divided by everyone employed. It rises when workers move from low-output farms to factories and offices, and when each job uses more machines and skill. It is the root of what wages can be.

What this measures
The ILO is the United Nations agency for work. Its statistical database, ILOSTAT, collects labour statistics from national agencies, reprocesses survey files where it can get them, and publishes everything on the standards agreed at the International Conference of Labour Statisticians (ICLS). Indian data reaches ILOSTAT from MoSPI's surveys and from the Labour Bureau and other offices.
The modelled estimates follow the thirteenth ICLS definition of work, which counts producing goods for the family's own use, such as grain grown for the household. The newer nineteenth ICLS definition does not; the ILO's survey series name the definition they use. Most of the ILO's India survey series are on the older definition.
Each ILO edition re-estimates the whole history: the 2010 figure in the November 2025 edition may differ from the 2010 figure in the 2024 edition. This guide keeps the edition with the data and archives the previous one when a new edition lands. The ILO publishes about 2.5 million figures for India across 693 tables; this guide carries every modelled series and every survey table cut by sex and one other characteristic, and lists the rest with links in the coverage ledger.

How to misread these numbers

"The ILO says India's unemployment was steady through the 2000s."
For those years the ILO's model did not take an Indian survey figure as its own; it imputed one and drew a flat line inside a wide band. Only from 2018 does the line follow measured data.

"The ILO and MoSPI disagree, so one of them is wrong."
They ask different questions of the same survey: work last week against work over the year, calendar years against July to June. Compare like with like, and never join one to the other.

"Women's participation has risen, so women have found jobs."
Much of the rise is women counted in unpaid family farm and household work. That is real work, but not the salaried job the phrase suggests.

"India ranks below Bangladesh on women at work."
The ILO itself warns that imputed estimates should not be used to rank countries. The comparison shows a gap on common definitions; it is not a league table.

"The ILO's projection for 2027 tells us what will happen."
It tells us what the model expects if recent trends hold. No survey stands behind it.
